Political Has-Been Attacks Tsunami Relief

It's only to expected that, with 100,000 corpses littering shorelines throughout Asia, the vultures would start circling. Using the disaster to get his face in the news today was ex-U.S President and serial adulterer Bill Clinton.

Clinton, who was speaking to the BBC, gave us an insight into the decisive qualities that made him such a great leader. He began by asserting:

'It is really important that somebody take the lead in this.'

This was followed by the somewhat mystifying pronouncement that:

'I think one of the problems is when everybody takes responsibility it's almost like no one's responsibility.'
And rounded off with a call for the adoption of a multilateral approach in which, presumably, no one 'takes the lead':

Clinton said individual countries should target aid at specific areas.
'Maybe what we should do is get countries or groups of countries to take responsibility for specific countries that were hurt,' he said.

Just in case anyone thinks we're editing Clinton unkindly, these remarks really did come as three consecutive sentences. What do they mean in terms of a coherent position on disaster relief? Frankly, that's anybody's guess.
